Climate Change and Sustainable Development Team, Pullar House, Perth

The Climate Change and Sustainable Development Team is leading on developing and implementing solutions to some of the biggest challenges facing the Council in relation to a net zero and climate resilient Perth and Kinross. We are seeking a motivated officer with excellent communication and project management skills to join the team supporting services across the Council deliver climate actions. The key focus is to ensure the Council leads by example with respect to climate change and sustainable development in all of its operations including Energy on which the post will focus on.

Requirements

•    Experience in the preparation, implementation and monitoring of strategies and delivery plans 
•    Experience of dealing with consultants and senior management 
•    Experience of liaising and of working collaboratively within and across sectors
•    Experience of facilitating meetings, running workshops and giving presentations
•    Ability to problem solve.
•    Well-developed presentation and report writing skills. 
•    Ability to represent the Service on corporate working groups
•    Data collection, collation and analysis.
•    Knowledge and understanding of strategic energy planning 
•    Knowledge and understanding of wider planning and sustainability issues
•    Knowledge of Access and Excel software
•    Knowledge data sharing software and open data (e.g. online dashboard/atlases)
•    Must have strong commitment to customer care
•    Must be able to cope with the demands of the job and attend on a regular basis
•    Responsible for taking care of yourself and others and must comply with all relevant Health & Safety legislation
•    You must have the ability to treat colleagues and customers with dignity and respect as per the Employee Charter
•    Effective presentation and report writing skills
•    Effective negotiating and influencing skills and the ability to network with a range of staff
•    Effective listening and flexible to new ideas
•    Ability to adapt style of communication to support/persuade/influence others
•    You must be willing to work out of hours if required
•    You must be willing to travel to work in different locations if required
•    Must have the ability to work effectively on your own initiative, without supervision and adopting a project management approach to workload to achieve targets
•    Ability to work to agreed timescales, work flexibly and manage multiple tasks
•    Must be able to cope with pressure and be resilient when facing setbacks
•    Must have proven ability to work in partnership with other professionals, services and agencies
•    Must have effective problem-solving skills requiring specialist knowledge and analytical skills
•    You must have a valid driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.

A degree in business or planning or energy or environment related degree and significant post graduate experience in relevant related work.

Responsibilities

The main responsibilities of this post include:
•    Co-ordinate and support the Local Heat and Energy Efficiency Strategy (LHEES) /Local Aera Energy Plan (LAEP) Council’s coordination group which leads the LHEES/LAEP delivery at strategic scale ensuring efficiency and quality whilst supporting delivery
•    Develop monitoring and evaluation plans and risk registers 
•    Lead the development and/or delivery of the communication, marketing and engagement plan 
•    Engage with other services and outside partners with regard to review of LHEES and LAEP  and support the LHEES/LAEP Steering Group which includes key internal and public and private external stakeholders 
•    Represent the Service on corporate working groups
•    Develop and help maintain strong links with other groups, services and organisations to promote effective joint working
•    Carry out and commission research in support of LHEES/LAEP policy development and delivery
•    Develop and maintain a leading role in monitoring, reviewing and reporting of LHEES/LAEP to senior management, elected members and external organisations including Scottish Government 
•    Develop and review existing processes to deliver and monitor LHEES/LAEP and establish areas of improvement
•    Contribute to the development and/or management of information or systems and their review
